AP One in five prisoners in Japan is elderly, and often serving time for a petty crime like shoplifting. Many women resort to crimes like shoplifting because of the difficult economic conditions they are facing. The Japanese economy suffered a downturn in the 1980's and its effects have lasted for decades. ‘Mrs. F.’ was 84 years old the first time she ever went to prison. Her crime? Petty shoplifting.
